Looking Back and Moving Forward : BTO Feb 2019 versus BTO May 2019

The Housing and Development Board (HDB) launched 3,739 flats for sale on Tuesday (12 February 2019) in the first Build-To-Order (BTO) and Re-Offer of Balance Flats (ROF) exercise of 2019.

Of these, 3,162 BTO units were spread across five estate projects – three in the non-mature towns of Jurong West and Sengkang, and two in the mature town of Kallang/Whampoa. These are part of the first batch of the 15,000 BTO flats to be launched in 2019.

The five projects are Boon Lay Glade, Jurong West Jewel, Fernvale Vines, Kallang Breeze and Towner Crest. The wide selection of estate flats, ranging from 2-room Flexi to Three-Generation (3Gen) flats, are offered to meet the diverse housing needs of Singapore residents, be whether they are first-timers, second-timer families, multi-generation families, elderly and singles.

Upcoming BTO May 2019 HDB Estates

According to HDB, the next BTO launch is expected to take place in May 2019. One will be located in mature estate of Kallang/Whampoa while two will be located in non-mature estates of Tengah and Woodlands.

Tengah BTO MAY 2019 will have 2180 Units of 2-room Flexi, 3-room, 4-room and 5-room. It will be two nearby estates; one will be bounded by Tengah Boulevard and Tengah Drive. The other one will be bounded by Plantation Crescent. The two estates are notably nearby Plantation District, from the BTO November 2018 and will have Tengah Plantation MRT station as part of Jurong Region Line to be ready in 2027.

Woodlands BTO May 2019 will have 720 Units of 2-room Flexi, 3-room, 4-room and 5-room. It will be bounded Woodlands Drive and Champions Way. The estate will also be near the Woodlands South MRT, that is expected to be completed this year as part of the Thomson–East Coast MRT line.

Woodlands, being one of the three key regional centers, will be building more commercial space to increase job opportunities outside the traditional business districts. The release of the Woodlands Avenue 2 white site will be one of the many initiatives taken to fulfil the plan of becoming a key regional hub.

North-South Corridor : Improved Connectivity For BTO MAY 2019 Non-Mature HDB Estates

Apart from the Thomson-East Coast MRT line, the North-South Expressway —a 21.5km expressway to connect towns in the North to the city centre—is being redesigned as North-South Corridor (NSC) to better enable cycling and walking. The NSC will be Singapore’s first integrated transport corridor featuring continuous bus lanes and cycling trunk routes.

Apart from building the North-South Corridor – The dedicated bus lanes for express bus services will reduce travelling time from Woodlands, Sembawang, Yishun and Ang Mo Kio to the city by up to 30mins and also make bus connections between residential towns along the NSC faster.

Along the surface, cyclists can look forward to cycling into the city via a dedicated cycling path—a trunk route to link the cycling network along the NSC—that will link up to Park Connector Networks and the dedicated cycling path networks within HDB towns along the entire corridor to the city centre.

LTA will be calling tenders for the construction of the 21.5km North-South Corridor. Preparatory works for the construction have been carried out. Major construction works will start in 2017 after the civil contracts are awarded, and the new NSC is expected to be completed around 2026.

Fernvale Vines (Sengkang)

The Sengkang town is home to an estimated 212,100 HDB residents living in 66,605 flats in the town (as of 31 March 2018). With an average household size of 3.18, Sengkang town has the ten largest household size amongst overall the 26 existing HDB estates in Singapore. The ecosystem of Sengkang helped attracted younger couples who wish to start a family with more living space some 15 years ago.

Fernvale Vines, a non-mature estate, is one of the BTO launches for HDB BTO FEB 2019. The estate name ‘Fernvale Vines’ symbolises the growth and vibrancy of Sengkang town.

Located in the North-Eastern Region of Singapore, Fernvale Vines is bounded by Fernvale Street and Fernvale Road and near the Punggol River. Sengkang will directly benefit from the creation of employment opportunities and infrastructure investment in Punggol Digital District, to open gradually from 2023 and to create 28,000 jobs.


Fernvale Vines estate comprises of 933 units of 2-room Flexi, 3-, 4-, 5-room, and 3Gen flats, located across 6 residential blocks ranging from 17 to 24 storeys in height. This is the few BTO launches which offer 3Gen flats during this HDB new home sales in February 2019.

Fernvale Vines BTO is next to the Thanggam LRT station, which seamlessly connects onto Sengkang MRT station bound by the North East Line (NEL). The NEL is connected to important locations such as Punggol, Serangoon, Dhoby Ghaut and Harbourfront for work and play. The NEL intersects the Circle Line at Serangoon MRT Station, which further connects to other main business parks and central business districts. Nearby shopping malls include Seletar Mall and Compass One.

Fernvale Acres, a sister estate to Fernvale Vines, is located nearer to the south of the town and was launched during the earlier HDB BTO NOV 2018.

Construction of the Fernvale Vines estate is estimated to be completed by the 4th Quarter of 2022 to 1st Quarter of 2023,  For interested home buyers of Fernvale Vines HDB BTO FEB units, the selection period is between April and October 2019. The estimated waiting time is between 40 to 42 months for Fernvale Vines with the estimated delivery possession date for confirmed selected buyers being 30 November 2023 to 31 January 2024.

Boon Lay Glade & Jurong West Jewel (Jurong West)

Jurong West is the largest town in the western part of Singapore, and is home to an estimated 258,100 HDB residents alone in about 74,301 flats in the town (as of 31 March 2018). With about 3.47 average household size, Jurong West has the third largest household size amongst all HDB estates, just below Woodlands and Pasir Ris, as such the town will have more children and elderly staying together under one roof.

Boon Lay Glade and Jurong West Jewel are the other non-mature estates for the HDB BTO Feb 2019. Located at the far western part of Singapore, Boon Lay Glade will be bounded by Boon Lay Way and Boon Lay Drive, while her sister estate Jurong West Jewel will be bounded by Upper Jurong Road and Jurong West Street 93.

The Boon Lay Glade comprises of six residential blocks ranging from 15 to 17 storeys, with 775 units currently for offer, in the unit mix of 2-room Flexi, 3-room, 4-room, 5-room, and 3Gen flats. On the other hand, the Jurong West Jewel estate comprises of four residential blocks ranging from 12 to 18 storeys. There are currently 599 units for offer, in the ranges of 2-room Flexi, 3-room, 4-room and 5-room.

The Boon Lay Glade and Jurong West Jewel BTO are located nearby Boon Lay MRT station and bus interchange, as well as nearby Pioneer and Lakeside MRT. There is also the upcoming Jurong Regional Line to take advantage of for more convenient travel. Nearby shopping malls include Jurong Pioneer Mall, Pioneer Mall and Jurong Point Shopping Mall.

The construction of the Boon Lay Glade estate is estimated to be completed by the 3rd Quarter of 2022, with an estimated waiting time of 33 to 38 months. The estimated delivery possession date for Boon Lay Glade is between 31 July 2023 to 30 September 2023,

The construction of the Jurong West Jewel estate is estimated to be completed by the 2nd Quarter of 2022. The estimated delivery possession date for Jurong West Jewel buyers is between 31 May 2023 to 30 June 2023.

Kallang Breeze & Towner Crest (Kallang/Whampoa)

The Kallang/Whampoa HDB estate is home to an estimated 106,900 HDB residents with about 39,194 flats (as of 31 March 2018). With about 2.73 average household size, it has the sixth smallest household size amongst all HDB estates, largely made up of smaller families and elderly couples.

Kallang Breeze and Towner Crest are the remaining mature estates for the HDB BTO Feb 2019.  Kallang Breeze comprises of two 23-storeys residential blocks that offer 411 units of 3- and 4-room flats is located by the Kallang River. It is bounded by along Lorong 3 Geylang and Upper Boon Keng Road. Kallang Breeze BTO is next to Kallang MRT station (EWL) and within walking distance to Geylang Bahru MRT station (DTL).

Towner Crest comprises 2 residential blocks that range from 35 to 39 storeys high and offer 444 units of 3- and 4-room flats, bounded by Serangoon Road and Towner Road. The Towner Crest BTO is located next to Boon Keng MRT station (NEL) and within walking distance to Bendemeer MRT station (DTL).

Kallang Breeze BTO on the other hand is near the Kallang MRT station (EWL) that has nearby interchange stations for NSL and CL. Nearby shopping malls include Kallang Wave Mall, Kallang Leisure Park, Aperia Mall and Bendemeer Shopping Mall.

The construction of the Kallang Breeze estate is estimated to be completed by the 3rd Quarter of 2022, with an estimated waiting of 33 to 35 months. The estimated delivery possession date for confirmed selected buyers being 31 August 2023.

The construction of the Towner Crest is estimated to be completed by the 3rd Quarter of 2023, with an estimated waiting is 48 to 49 months. The estimated delivery possession date for confirmed selected buyers being 31 August 2024.
