Woodlands Avenue 2 GLS White Site in Woodlands Regional Centre launched by URA
The Urban Redevelopment Authority (URA) has released the Woodlands Avenue 2 Government Land Sales (GLS) in Woodlands Avenue 2 for sale. The Woodlands Ave 2 White Site was released under the Reserve List of the 2nd half 2018 GLS Programme.
The 2.75ha mixed-use site can potentially generate 115,747 square metres of gross floor area (GFA) for office, residential, retails and entertainment that will be seamlessly connected to the existing Woodlands MRT station.
URA envisions the Woodlands mixed-use sale site to become a prominent landmark and jewel of the North.
Woodlands Regional Centre to become key commercial hub in the North
Made up of almost 100 hectares of land, the Government has selected three Regional Centre as part of its plans to decentralise work opportunities from the usual Central Business District. The strategy will create more jobs nearer to homes, reduces bottleneck traffic and ease the stress on transportation networks.
Woodlands Regional Centre, being one of the three Regional Centres, will lead in creating jobs in the North Region as it undergoes a transformation to become a sizeable commercial hub.
Within the next 15 years, Woodlands will create quality spaces to incubate industrial development, research and development, learning and innovation. Woodlands MRT will be the first phase of the upcoming Thomson-East Coast Line (TEL) to be ready by 2020, complementing the existing North-South Line (NSL).
Woodlands Regional Centre is made up of two complementary precincts – Woodlands Central and Woodlands North Coast. It will provide attractive and accessible commercial facilities and amenities to support many businesses in the northern part of Singapore such as the upcoming high density agri-tech hub in Sungei Kadut and the surrounding food manufacturing cluster.
Woodlands Central will be developed into a robust commercial and community hub with a balanced mix of office, retail, residential for people to live, work and play. The new planned public spaces aims to serve more than 27,000 households in the vicinity. Woodlands Central will also serve as a community gathering point for the residents in Woodlands and the rest of the North region.
In addition, the mixed-use business cluster in Woodlands North Coast, is envisioned to provide flexible work spaces to spur experimentation and innovation which are geared towards the needs of small and large corporations.
When fully developed, Woodlands Regional Centre will have about 700,000m2 of commercial space and offer approximately 100,000 new jobs.

Woodlands Avenue 2 White Site : Location Plan, Site Map and Technical Conditions
Strategically located above the upcoming Woodlands TEL station, the Woodlands Avenue 2 White site benefits from direct connection to Thomson-East Coast Line and the North-South Line. The tender of this white site will be instrumental in the development of Woodlands Regional Centre.
The technical conditions for the mixed-use developments states:
Office Use – At least 45,000 m2 of the maximum permissible GFA.
The remaining balance GFA can be for retail, entertainment and residential uses. The tender documents also dictate that a range of housing and lifestyle options well integrated with attractive landscaped public plazas and meeting points that will promotes community bonding which will increase the vibrancy of the street level experience at Woodlands Central.
The new development will have a direct basement connection to the future Woodlands TEL station, providing shoppers and commuters with seamless access to the Thomson-East Coast MRT Line (TEL). The TEL provides its commuters with direct access to the Central Business District, Marina Bay and the famous Orchard Shopping Belt.
A comprehensive network of pedestrian links and cycling paths has been planned to integrate the future development with the nearby amenities and developments within Woodlands Regional Centre.
Woodlands: Star of the North
HDB intends to transform Woodlands into the “Star Destination of the North” based on 6 special focused areas. The first phase includes the redevelopment and expansion of the Woodlands Regional Centre.
This retail hub Woodlands Central adjacent to Woodlands MRT and Causeway Point will have a new town plaza, while the Woodlands North Coast will be set aside for business parks to meet the needs of small and medium enterprises.
The six attractions are as follow:
- Woodlands is set to be a new hub for businesses with key trade links with Malaysian and ASEAN.
- A new 1.9km WoodsVista Gallery community link will be dedicated for cyclists and pedestrian, creating a seamlessly connection between Woodlands Central and the Waterfront
- The existing Woodlands Town Garden will be upgraded with a new children playground, boardwalk and heritage corner which will be renamed as Marsiling Park.
- The upcoming Woodlands Health Campus is an integrated healthcare complex which will feature a new acute care hospital, community hospital and nursing home. The development will be opened in phases from 2022
- A new community hub – Community Nexus – will be constructed adjacent to Admiralty MRT station to house medical centre, eldercare and childcare centres. There will also be food and beverage outlets and accommodation for the elderly folks.
- An existing 4.2km park connector along the North-South MRT line viaduct will be upgraded to serve as a Social Corridor to promote interaction amongst the residents. The new park will feature community gardens and resting pavilions for residents to rest and relax.
Apart from HDB’s efforts in Remaking of Heartland, the Government has also executed several improvements in the transport infrastructure to provide new commuting options that will be ready over the next couple of years.
Three new MRT stations in Woodlands under the Thomson-East Coast Line will be unveiled by the end of 2019. It will allow the residents in the North to travel to most parts of Singapore in under 60 mins. The new Thomson-East Coast Line will reduce the travelling to Central Business District/Marina Bay to 40mins as compared to the current travel of at least 60 mins. The residents can also look forward to better access the popular shopping belt at Orchard Road, within 35 minutes of commute.
There is also good connection between the Woodlands Regional Centre and Jurong Business District via the existing North-South Line in under 28 minutes. There are future plans to develop the new Thomson-East Coast Line as a cross-border MRT system linking Woodlands to Johor.
The new 21.5km North-South Expressway which provides direct connection between Woodlands and the Central Business District/Marina Bay is on schedule to be ready by 2026.
Prior to finalising the redevelopment plans for Woodlands Regional Centre at Woodlands Avenue 2, the HDB agency has engaged 220 residents and community stakeholders over seven focus group sessions.
